At approx 07:00am on Wednesday 7 July 2010 officers from the Metroplitan Police Counter Terrorism Command arrested a man under the Terrorism Act 2000 on suspicion of the commission, preparation or instigation of acts of terrorism at an address in Bristol as part of a joint operation with Avon and Somerset Police.He is currently in custody and will be taken to a central London police station.

Following the interview of the suspect yesterday and the recovery of some items at the property, he has been de-arrested under the Prevention of Terrorism Act, but re-arrested for perpetrating a bomb hoax .Early investigation shows this was a hoax being played out on a national newspaper. He remains in custody in London and the metropolitan Police will be retaining ownership of the investigation.
In light of this we have decided to cancel this evening's proposed meeting. If anybody has any enquiries please don't hesitate to contact me. I thank you for your patience.

Early on 31st May, the Israeli Navy boarded the six ships of an aid flotilla to Gaza. It has been widely reported that there have been at least 10 fatalities with more injured. The ships have been towed to Ashdod port in Israel, where the participants will likely be deported from Israel. At present 37 British Nationals are known to have been part of the flotilla. The UK Government has deplored the loss of life in this incident; British officials have visited the detained British nationals in Be'er Sheva prison.
Background to the Interception of the Aid flotilla
The ‘Freedom Flotilla’ was comprised of at least eight ships, six of which have now docked in Ashdod. It appears to be co-ordinated by, amongst others, the Turkish Islamic aid NGO IHH. The first ships left Istanbul on 23rd May. Their plan was to meet in international waters, off the coast of Cyprus, before heading on to Gaza. Six boats (of eight) from the “freedom flotilla” set sail from international waters towards Gaza late on the afternoon of 30th May. They were boarded in the early hours of 31st May by the Israeli Navy. Press reports suggest anything from 10 to 19 fatalities as a result of this action by the Israeli military, and between 30 and 50 injured.
The Israeli Government has stated that the Israeli Navy were met with violent resistance (including knives and firearms) ‘compelling IDF soldiers to defend their lives’.
Prime Minister and Foreign Secretary Statements
The Prime Minister set out the UK’s position following the news of the Israeli action and subsequent fatalities to the House of Commons during Prime Minister’s Questions on Wednesday 2nd June:
"What has happened is completely unacceptable, we should be clear about that. And we should also deplore the loss of life.
"We should do everything we can through the United Nations, where resolution 1860 is absolutely clear about the need to end the blockade and to open up Gaza.
"Friends of Israel, and I count myself a friend of Israel, should be saying to the Israelis that the blockade actually strengthens Hamas's grip on the economy and on Gaza and it's in their own interests to lift it and to allow these vital supplies to get through."
In a further statement to the House of Commons, The Foreign Secretary, Rt Hon William Hague, reiterated this position:
"We deeply deplore the loss of life and look to Israel to do everything possible to avoid a repeat of this unacceptable situation. The UN Security Council and the European Union have rightly condemned the violence which resulted in the loss of these lives.
“The United Kingdom has played its full part in the European Union and United Nations in agreeing on the need for a full, credible, impartial and independent investigation into the events. “Our goal is a process which ensures full accountability for the events which occurred and which commands the confidence of the international community, including international participation. Further discussions are taking place in other international fora, including at NATO and in the UN Human Rights Council. We will take the same principled stand across all our diplomatic efforts and stress to the Israeli Government the need for it to act with restraint and in line with its international obligations.
“It has long been the view of the British Government, including the previous Government, that restrictions on Gaza should be lifted, a view confirmed in United Nations Security Council Resolution 1860 which called for sustained delivery of humanitarian aid and which called on states to alleviate the humanitarian and economic situation. That this has not happened is a tragedy. It is essential not only that there is unfettered access to meet the humanitarian needs of the people of Gaza but also to enable the reconstruction of homes and livelihoods and to permit trade to take place.
“It is today more clear than ever that the only long term and sustainable solution to the conflict which produced these tragic events is a two state solution that achieves a viable and sovereign Palestinian state living alongside a secure Israel with her right to live in peace and security recognised by all her neighbours.”
Key Points
The UK Government deeply deplores the loss of life during the interception of the flotilla.
The UK Government believes that Israel now bears a responsibility to provide a full account of what occurred. The UK Government agrees with EU partners and the UN Security Council that there must be a prompt, impartial, credible and transparent investigation or inquiry in to these events.
The UK Government believes that this week's events underline the need to find a lasting solution to the Israeli-Palestinian conflict and to the problem of Gaza.
The UK Government has urged all parties to comply with the call in UN Security Resolution 1860 for renewed and urgent efforts to achieve a comprehensive peace based on the vision of a region where two democratic states, Israel and Palestine, live side by side in peace with secure and recognised borders.
As the UK Government and its partners have made clear, Israel’s restrictions on access to Gaza must be lifted in line with Security Council Resolution 1860 – the crossings must be opened to allow unfettered access to allow the legitimate flows of aid, trade and reconstruction goods and people.
The UK continues to work to try and alleviate humanitarian suffering in Gaza:
· Last year the UK pledged £26.8m to the people of Gaza for humanitarian aid and early recovery activities. This has helped provide food aid for 915,000 people, clear 290 sites of unexploded ordnance allowing 220,000 children to return to school, provide 43 million litres of drinking water, improve sanitation for over 13,000 people, and provide additional income to 18,000 families through cash for work schemes.
· On 28th December 2009, the UK gave an additional £5 million to pay the salaries of over 550 UNRWA teachers in Gaza so that refugee children there can continue to receive a high quality education.
· The Department for International Development (DFID) spent £80m in 2009/10 in Occupied Palestinian Territories.
· The Foreign and Commonwealth Office spent over £3m through the Conflict Prevention Pool in 2009/10.
Inquiry
The UN Security Council has issued a statement calling for the immediate release of the ships as well as the civilians held by Israel and a prompt, impartial, credible and transparent inquiry into Israel's raid on a flotilla of Gaza-bound aid ships.

There is currently an application submitted to Bristol City Council for a ‘change of use’ to a disused warehouse on Aiken Street in Barton Hill. The plan proposes to turn this building into a mosque and community centre.
Statement from Bristol City Council Planning Department – 5 May 2010
The planning department has reached the view that the change of use from
factory/warehouse to community centre and mosque is acceptable in
principle land use terms subject to a detailed assessment of potential
impacts.
In this regard the applicant (Tawfiq Mosque) and their agent (Grangewood
Consultants) are preparing additional supporting information and
clarification on the highway implications of the development and also on the
potential noise concerns.
The planning department expect this material to be submitted in about
three weeks time (by 26 May).
The department will then undertake a 14 day re-consultation exercise (end
of May / beginning of June) with all those who have already submitted
comments to the planning department (that have not been disregarded for
racial content).
The planning department envisage taking the planning application to Central
Area Planning Committee in July. The Central Area Planning Committee is
made up of elected ward Councillors. The meeting will be a public forum
that anyone can attend. To make a statement at this meeting it must be
submitted in advance. The Committee will then make a decision on the
planning application with the assistance of the planning officers report and
verbal presentation. The planning system allows for conditions to be
attached to planning permissions which can, amongst other things, control
hours of use of premises and the amplification of sound both in and outside
the premises.

An Introduction to Council of Bristol Mosques Aims and Objectives
Council of Bristol ‘CBM’ is an umbrella organisation established by the Mosques in the city of Bristol. The invitation to join CBM went out to all Mosques to work together for the common issues that affect the Muslim community, particularly in Bristol. Currently 5 Mosques have agreed to work in collaboration but we hope others will follow suit as they see the benefits of a united voice for Bristol Mosques. Membership is not restricted to Mosques but is open to other Muslim organisations who may wish to join CBM but Mosques required to and must show leadership for the Muslims and CBM provides this set-up.
Background work in CBM has been going on for a few years but only recently has the constitution been signed to formally announce CBM as a working organisation. It should be applauded that Mosques in Bristol, who up to a few years ago were not willing to even speak to one another have now put their differences aside, to work together for the common issues which affect all Mosques, whatever their individual beliefs or practices.
CBM has achieved this unity amongst Mosques not by forcing any recommendation on any of its members but by playing an advisory role providing guidance and best practice to its members and equally providing external agencies who wish to interact or communicate with the Muslim community a single point of contact from which information can be cascaded down to individual Mosques almost instantaneously. For Mosques, importantly, CBM provides a seat at almost every key meeting that Mosques should be attending but could not do so previously due to several reasons of which time and commitment are but two.
CBM operates through a management committee formed through representatives from each of the member organisations who join CBM. The trustees comprise of representatives of the five founder members, who are

CBM will become charity registered soon.
CBM has visited different, award-winning Mosques in the UK, and has learnt a great deal from them and in the coming months CBM shall advise each of its members to become better individually and collectively (under the banner of CBM). Each Mosque will be encouraged to undergo capacity building programs and to look at themselves in 5 or 10 years from now so they can establish a development plan for where they wish to go.
CBM has also worked with NHS Bristol to deliver a pilot project (midlife life check assessment) in summer 2009 targeting faith communities in Bristol and this highlighted particular health related issues in each Muslim sub-community (Somali, Pakistani, Bengali, Arab) as each has its own health related issues .
Further CBM has created deep links with other faiths and each member Mosque took part in the Doors Open week in November of last year. CBM is well represented at the Multi Faith meetings and will be keen to take part in faith festival next year.
CBM is working with the police and other agencies (including local government) to stamp out extremism and extremist behaviour in Bristol and the UK. In the recent trial of a young person charged and sentenced with terrorist activities CBM, for the first time, represented Bristol Mosques in televised interviews and provided press statements to local media, which had only been provided previously by a non-religious organisation. CBM press statements were sent for Ramadhan and Eid-ul-Fitr and CBM supported the local radio stations during Ramadhan.
There are great plans for CBM to deliver community level projects that perhaps each Mosque would struggle with on an individual basis. Each Mosque is also providing a volunteer to become a chaplain.
However, CBM will struggle to achieve its aims and objectives without the necessary funding. Already we are struggling to find a permanent office such that meetings have to be rotated around each Mosque.
CBM wishes to expand its membership and create long-lasting relationship of all parts of the Bristol community.

Logo competition
Rakia Ali produced the winning design for the All Mosques Together website, which was launched today (29 Mar).
The competition required entrants to design a logo that would represent the cohesion between Mosques across Bristol and Somerset. Rakia’s logo was chosen for its striking and creative design.
Matloob Hussain, AMT spokesman for the Mosques, was involved in judging the winning logo.
He said: “The entries were of a really high standard and it was a difficult decision to pick just one winner. But, in the end, we chose this design because it was seen to be creative in bringing the different parts of the jigsaw together to create a picture of a Mosque.
“The jigsaw is intentionally left open-ended to give the perception that further pieces can be added and that this is not a closed shop but is a welcome gesture to all Mosques in the Bristol and Somerset area to join All Mosques Together.
“Indeed, it also an invitation to other communities and agencies to perhaps build on this or create similar initiatives of 'All Mosques Together', which is a partnership between the Mosques and the Police that has developed a solid base for continued co-operation and understanding of both voluntary sector (the Mosques) and the police.”
Rakia was presented with her certificate by Matloob Hussain at a launch event for the website at the Andalusia Academy on Monday.

Website launch
The site will include information about the Mosques in Bristol and Somerset and can be used to access information about each Mosque.
The development of the website has been supported by Avon and Somerset Police, who are partners of the AMT group, together with the Mosques.
Matloob Hussain, AMT spokesman for the Mosques, said: “The aim of the site is to allow everyone to see the workings of AMT and enable the Mosques to tell the wider community more about the Muslim communities in Bristol and Somerset.
“The site will also include details of local community events and activities, details of the Police Community Support Officers (PCSOs) who work with each Mosque, and information about the wider work of AMT.
“We are delighted to be able to launch the site today and hope people will find it useful and also tell other people about it.”
Sergeant Gary Ricketts, of Avon and Somerset Police, said: “AMT is a great opportunity for us to talk to representatives of the community about the work we are doing, and hear about the work they are doing at the same time. It enables us to work together to develop closer links between the police and the communities we serve.
“We are really pleased about the new website as it will be a great way to open up AMT meetings to an even wider audience as well as providing information on other activities in the area.”
